For Korean brands selling into the EU

"selling cosmetic products in the EU requires compliance with EC 1223/2009 regulations. Without proper documentation from the manufacturer or authorized distributor, you cannot legally sell these cosmetic products in the EU marketplace."

— a reply to a European reseller of a Korean skincare brand, on the Amazon EU seller forum

Your EU partner is asked for a file they cannot build without you, and the listing waits.

The structural fact

A Korean company is not designated within the Community (Art. 4(1)). For a Korean export, the importer is the responsible person unless a written mandate says otherwise (Art. 4(5)). A distributor takes the role only where it sells under its own name (Art. 4(6)). Get this decided in writing rather than by default. How Art. 4 places the role →

We can be appointed as your EU Responsible Person, by written mandate. Registration covers the safety report and the file. Custody — keeping the file and watching the registers after that — is a yearly line. What each costs →

Which Korean documents substitute

What you have Into an EU file?
A free sale certificate No. CPNP is a separate act (Art. 13(1))
A Korean GMP certificate Evidence towards Art. 11(2)(c), not the description itself
An MFDS safety dossier Read, not assumed. The EU report must meet Annex I and be signed under Art. 10(2)
Stability, challenge, CoAs Yes — the expensive half, and it travels
A UV filter Checked against Annex VI, the Union list
A fragrance or functional complex Needs the full breakdown. Without it the screen has nothing to work on
Your Korean label Needs the EU responsible person's name and address (Art. 19(1)(a))

Widely circulated summaries disagree on how long the extended allergen list now is. We count from the consolidated annex for your formula and cite the entries we counted.

If a document is missing, we name it. For a K-beauty formula that is usually a complex the supplier has not broken down, or a filter whose status has to be read against a specific annex entry.

All of it runs online, from where you are. You sign in to our user-friendly client portal with a link we email you, see the documents your product needs with the reason for each, and upload them next to their line. There are no couriers and no trip to Belgium. If your manufacturer already has the papers, your part takes about an hour. Once the last document is in and the formula is declared, the signed safety report usually follows within 3 working days. Comparing responsible persons before you sign a mandate? Questions people ask

Do I need an EU Responsible Person if I ship from outside the EU?

Yes, if a cosmetic is placed on the EU market (Art. 4(1)). If you ship to an EU importer and arrange nothing, that importer takes the role by default (Art. 4(5)).

Will appointing you get my Amazon listing reinstated?

We can produce a complete document set. What a marketplace does with it is the marketplace's decision.
