For indie and botanical brands in the EU

"it's such a mindfield i really don't know where to start"

— a maker on the Soapmaking Forum

The words are all new, they arrive in the wrong order, and stock has usually already been bought.

What you are actually being asked for

Four things, together: a person designated in the Union (Art. 4(1)), a safety report (Art. 10), a file kept for ten years (Art. 11), and a CPNP notification (Art. 13(1)).

If you are established in the EU and the product goes out under your own name, those obligations sit with you, and your address is the one on the pack (Art. 19(1)(a)) unless a written mandate says otherwise (Art. 4(3)). How Art. 4 places the role →

We can be appointed as your EU Responsible Person, by written mandate. Registration covers the safety report and the file. Custody — keeping the file and watching the registers after that — is a yearly line. What each costs →

What your manufacturer already gives you

What you have Into the file?
A recipe or batch sheet Partly — it has to be flattened to substance level, including what is inside a fragrance base
Supplier CoAs Yes, for the batch you are actually using
A “natural / botanical” story Re-read as claims, not taken as a composition
The manufacturer’s address on the pack Only if they are the designated responsible person
Hands passing a clipped stack of papers beside two unbranded cosmetic products

Most of the work is getting the missing specification out of the factory. We write that request in the words the supplier will recognise.

Every report is signed by David Vandevoort, pharmacist. If a document is missing, we name it.

You do not have to become a regulatory expert to do this. Our user-friendly client portal guides you step by step: it lists the documents your product needs, and only those, each with the reason it is there, and you upload each one next to its line. If your manufacturer already has the papers, your part takes about an hour. Once the last document is in and the formula is declared, the signed safety report usually follows within 3 working days. Questions people ask

Which of these do I actually need — CPSR, RP, PIF, CPNP, or all four?

All four, and in that order: who the person is, then the report, then the file, then the notification.

My manufacturer won't send the documents. Can you still do this?

We can tell you exactly which documents are missing. We cannot assess a composition we have not been given.
